Beyond the MoUs

The large number of MoUs and deals signed between New Delhi and Dhaka during our PM's visit to India is evidently a product of government-to-government cooperation. There is a 'qualification clause' to state level cooperation though in public perception. The outcome is regarded widely as India-driven. It is also viewed as an extension of the grounds we had yielded without securing settlement of some important disputes with the neighbouring country.

There is an unwritten thumb rule on negotiating circuits, especially in the UK – “It is the minute taker who influences a slant in outcome”. This is not, however, to suggest that Bangladesh has not been denied of its inputs but to underscore the power of the primary agenda setter.
All this, however, goes to prove Indian Congress leader and former diplomat Mani Shankar Aiyar's forthright statement in Dhaka nearly a decade ago that “India needs Bangladesh more than Bangladesh needs India”.
But presently, somebody put it like this, “China card is a big boil that needed to be lanced.”
If the above narrative of government-to-government cooperation with a scintilla of qualification about the statement is true then what is equally true is that there's been little value addition to people-to-people relationship between the two neighbours. In fact a blank has been drawn in that area.
The MoUs and deals have a long gestation period apart from the fact that implementing them in a balanced and equitable way will not be a cakewalk. Thus, the people of Bangladesh looked forward to an immediate satisfactory solution on thorny livelihood and survival issues, let alone bridging trade gaps which is well within the Indian grasp to deliver.
On the cultural level the two countries share similarities in heritage and lifestyle. There can be much better communication at the grassroots level leading up to the wider middle class. The academia and cultural icons of the two countries have been exchanging visits on some scale but this must be stepped up with a wider representation from Bangladesh.
Our television channel programmes need to be shown in India towards a fair dissemination of creative content between the two countries.
For all these to happen, visa restrictions will have to be further relaxed and hospital and hotel services made user-friendly.
On a political level, the Hindutva card is being played out fiercely in parts of India. This needs to be checked for the sake of warm relations with the people of Bangladesh. More to the point, that may help neutralise far-right fringes.
Incidentally, veteran Indian leader LK Advani has suggested that Bangladesh Prime Minister could help secure a positive response from Pakistan for resumption of a peace initiative with India. But we have serious issues with Pakistan. Among others, it has tried to incite violence which has had a backlash in Bangladesh. Vested quarters wait in the wings to take advantage of the attempted trouble-mongering.
We must not shove under the carpet what may be bubbling away beneath the surface and try to deal with it energetically and wholeheartedly.
Of the 22 deals signed with India, you have to scratch your head to find those that directly relate to people-to-people relationship. Scrolling down the long list of MoUs you see only a few that may help enhance contact at the people level.
To tick these off: MoU and Standard Operating Procedures (SOPs) on passenger and cruise services on the coastal and protocol route between the two countries; audio-visual co-production agreement; MoU on cooperation in the field of mass media; agreement for the regulation of motor vehicle passenger traffic (Khulna-Kolkata route) and SOP of the agreement; and financing agreement for the construction of 36 community clinics.
Subject to availability of details of the MoUs including the SOPs and their implementation, expert opinions can only be academic at this stage.
At any rate, older generations wax nostalgic about whistles going to be heard on the old rail and river routes that had been closed down since the 1965 India-Pakistan war. Today's youth may be wistfully looking at the benefit of greater sub-regional contacts.

Indian businesses sign deals to invest $10 billion in Bangladesh

The deals were exchanged on Monday, the last day of Prime Minister Sheikh Hasina’s four-day visit to India.
 
Five of those are related to power projects including Rampal plan and supplying power from Nepal and four are related to oil, gas and petroleum sector cooperation, the High Commission of India in Dhaka said in a statement.
A 250-member business delegation led by FBCCI President Abdul Matlub Ahmad interacted with about 150 business leaders from India in New Delhi, where those agreements were exchanged.
Hasina spoke about the achievements of Bangladesh in the last few years in the socio-economic sphere and invited Indian businessmen to invest taking “full advantage” of Bangladesh’s economic growth, high demographic dividends, competitive business cost and large consumer base.
She also invited Indian companies to invest in the special economic zones in Mongla, Bheramara and Mirsarai, which have been exclusively dedicated to Indian investors, according to the statement.
India’s Minister of State for Petroleum and Natural Gas Dharmendra Pradhan was also present during the meeting.
Pradhan highlighted the growing engagement between India and Bangladesh in power and energy and underlined the economic potential of the sub-region, including India’s eastern and northeastern states, and Bangladesh.
During the visit, Indian Prime Minister Narendra Modi announced a $5 billion line of credit for different development projects including $500 million for defence purchase.
The business deals are:
>> Agreement between Bangladesh India Friendship Power Company and EXIM Bank of India for financing construction of 1,320MW Maitree power project in Rampal
>> Implementation and power purchase agreement between Reliance Power and Bangladesh’s Ministry of Power, Energy and Mineral Resources for the first phase (718MW) of the 3,000MW power project at Meghnaghat
>> Supplementary agreement between NTPC Vidyut Vyapar Nigam and Bangladesh Power Development Board for supply of additional 60MW of power from Tripura to Bangladesh
>> MoU between NTPC Vidyut Vyapar Nigam and Bangladesh Power Development Board for supply of power from Nepal
>> Implementation agreement between Adani Power and Bangladesh Power Development Board and power purchase agreement between Adani Power and Power Grid Company of Bangladesh for supply of power from 1,600MW power plant in Jharkhand
>> Understanding on LNG terminal use between India’s Petronet and Bangladesh Oil, Gas and Mineral Corporation or Petrobangla
>> MoU between Reliance Power and Petrobangla for setting up 500mmscfd LNG terminal at Kutubdia Island
>> MoU between India Oil Corporation and Petrobangla for LNG cooperation
>> Agreement between Numaligarh Refinery and Bangladesh Petroleum Corporation for sale and purchase of gasoil

Bangladesh, India sign 22 agreements and memoranda of understanding

Defence, civil nuclear cooperation and cyber security are among the agreements.
Hasina and Modi led the delegations of their two countries to the official talks held on Saturday in New Delhi.
Here are the salient deals:
·         Under a line of concessional credit for the third time, India will lend Bangladesh $4.5 billion, bringing its funding for Bangladesh to more than $8 billion over the past six years.
·         Both countries inked a pact on the defence cooperation framework apart from signing an agreement for extending a $500 million line of credit for military supplies.
·         An agreement between Defence Services Staff College in Tamil Nadu and Defence Services Command and Staff College in Dhaka was signed on cooperation in strategic and operational studies.
·         A deal between National Defence College in Dhaka and National Defence College in New Delhi was signed for enhancing cooperation in national security, development and strategic studies.
·         Both countries agreed on a financing agreement for the construction of 36 community clinics in Bangladesh.
·         An agreement between both countries on establishing border markets across the border was signed.
 ·         The countries agreed to cooperate in the judicial sector. The National Judicial Academy in India and the Supreme Court of Bangladesh inked a pact on training and capacity building programme for Bangladeshi judicial officers in India.
·         The countries agreed to cooperate for the peaceful use of nuclear energy apart from reaching an arrangement between the Atomic Energy Regulatory Board India and Bangladesh.
·         The countries also agreed on an inter-agency agreement between Global Centre for Nuclear Energy Partnership, India and Bangladesh Atomic Energy Commission on cooperation in nuclear power plant projects in Bangladesh.
·         During the meeting, the Indian Computer Emergency Response Team and Bangladesh Government Computer Incident Response Team agreed to cooperate in cyber security.

 ·         India will supply an additional 60 megawatts of power to Bangladesh.
·         An MoU on development of fairway from Sirajganj to Daikhowa and Ashuganj to Zakiganj on Indo-Bangladesh protocol route between the Indian Shipping Ministry and Bangladesh Shipping Ministry was signed.
·         Both the countries also signed a deal on passenger and cruise services on the coastal and protocol route.
·         The Geological Survey of India and the Geological Survey of Bangladesh also agreed on mutual scientific cooperation in the field of earth sciences for research and development among others.
·         Other deals include an agreement on cooperation in the mass media and audio-visual co-production.
·         Bangladesh and India launched bus services on Kolkata-Khulna-Dhaka route and rail services on Khulna-Kolkata and Radhikapur-Birol route.
·         Modi promised an early solution to the contentious Teesta issue.
·         Bangladesh wins India’s support for the proposed International Genocide Day to be observed on Mar 25.
·         Bangabandhu Sheikh Mujib Road was inaugurated in New Delhi.
·         The prime ministers of the two countries jointly launched the Hindi version of ‘The Unfinished Memoirs of Bangabandhu Sheikh Mujibur Rahman’.

Avoid grapes with soft or wrinkled skin or stems that are brown or brittle. This might be a sign of freezing or drying. Grapes with bleached areas around the stem or leaking berries should also be avoided as they indicate poor quality or decay.

Storage

Proper storage of grapes is also a prerequisite for keeping the fruits fresh and avoiding any injury or decay.   • Like many other berries, grapes can be effectively used in baked dishes such as pies, tarts, cakes, bread, and pizzas.
  • They can be tossed with their skin in a blender to make smoothies, cocktails, and other delicious drinks.
  • Grapes can be flavored with rich, dark, or milk chocolate to make a delicious dessert.
  • They can be grilled or smoked and served warm, either as a garnish or for dipping.
  • They can also be used for making pickles.
  • Grapes, when frosted with sugar, make an elegant garnishing for cakes and desserts.
  • They make excellent dressings for salads of all types, imparting their juicy, sweet, and tart flavor. They taste best when added as a component in salads that use citrus juices and vinegar, such as balsamic, red or white wine, rice, or apple cider.

  • 2 tbsp active dry yeast
  • 1 2/3 Cups flour
  • 2/3 Cup fine cornmeal
  • 5 tbsp sugar
  • 1 1/2 tsp salt
  •  2 1/4 Cups concord grapes
  • 1/2 Cup pine nuts
  • Coarse salt for garnishing
What You Have To Do
1. Begin by heating oil in a skillet over medium hit and add 1 tablespoon rosemary. Keep on stirring. Now, remove from heat and leave the oil for cooling.
2. Take up a large bowl and add 3/4 cup of lukewarm water to it along with yeast. Let it stand until it gets foamy.
3. Add the oil-rosemary mix to the bowl along with flour, cornmeal, 3 tablespoons of sugar and salt to the yeast mix. Keep on stirring to form a soft dough.
4. Upturn the dough to a flour-based utensil and knead for 15 minutes, making it elastic and smooth.
5. Take another bowl and drizzle some olive oil on it. Toss the dough in it and coat it with oil, cover it with a cloth, and leave aside for an hour. Make sure the dough rises twice its level before going to the next step.
6. Take up grapes and cut them in half, making sure to remove the seeds.
7. Preheat oven up to 400 degrees. Now, take a cookie sheet and place it over a baking pan. Transfer the dough into it and even it out until it is half inch thick. Don’t fill the whole pan with the dough. Top up the dough with grapes and nuts and sprinkle the coarse salt. Drizzle it properly with oil and let it cook for 30 minutes.
8. Your focaccia is ready to be devoured!

2. Roasted Grape Granita

Another sweet dish made out of grapes that will blow your mind.
You Will Need
900 grams grapes (black or red) rinsed and thoroughly dried.
What You Have To Do
1. Begin by preheating the oven to 500 degrees F. Arrange the grapes on a thick baking pan. Now, roast the grapes until they are brown and crispy. This will take up around 25 minutes.
2. Remove the pan from the oven and let the grapes cool. After they are cool, blend them until they are smooth. Now, pour the puree into a bowl using a strainer.
3. Refrigerate the mixture overnight, or until it freezes properly. But, make sure to poke it every once and while. Remove from fridge and add red wine for the extra grape-y flavor.
4. Your yummy granita is all ready.
